Country: Canada Quebec City’s electoral district was deliberately engineered along ethnic and linguistic lines. Created in 1841 within Canada East, it covered much of the city and was drawn by British Governor General Lord Sydenham to favour British-background voters while weakening the influence of francophone Canadien voters. The move supported the newly formed Province of Canada, created by merging Lower and Upper Canada, and helped Sydenham seek backing for his government.
